Chính sách của Nhà Nước về xuất nhập khẩu sữa trong những năm qua chưa thúc đẩy được phát triển sữa nội địa. Hơn một năm qua giá bán sữa bột trên thị trường thế giới tăng gấp 2 lần và luôn biến động. Các công ty chế biến sữa như Vinamilk, Ductchlady đã quan tâm hơn đến phát triển nguồn nguyên liệu tại chỗ. Tuy vậy vẫn chưa có gì đảm bảo chắc chắn chương trình tăng tỉ lệ sữa nội địa của họ cho ngững năm tiếp theo.
