Theo Quyết định 60/2010/QĐ-TTg, định mức hỗ trợ tối đa của NSTW đầu tư hạ tầng Cụm công nghiệp tại các địa phương có điều kiện kinh tế- xã hội khó khăn như sau: Đối với các tỉnh vùng Trung du miền núi Bắc Bộ và Tây Nguyên (bao gồm các huyện miền núi của tỉnh Thanh Hóa và Nghệ An) với mức tối đa 6 tỷ đồng/cụm và 70 tỷ đồng/tỉnh; Đối với các tỉnh có điều kiện Kinh tế- xã hội khó khăn còn lại, mức hỗ trợ tối đa 5 tỷ đồng/cụm và 50 tỷ đồng/tỉnh.
