Chính phủ Việt Nam đã ban hành hai chính sách chính liên quan đến vệ sinh môi trường tại các khu vực đô thị, Vong đó tập trung chủ yếu vào việc mở rộng dịch vụ. Trong khi các chiến lược và sự chỉ đạo này thiết lập mục tiêu và thời hạn, họ lại không vạch ra một kế hoạch hành động cụ thể hoặc xác định nhu cầu vốn đầu tư và nguồn tài trợ Chiến lược môi trường của Chính phủ Việt Nam đến năm 2010, ban hành tháng 12/ 2003, nhằm mục đích thực hiện xử lý thích hợp 40% nước thải đô thị vào năm 2010. Trong năm 2010, mục tiêu này vẫn chưa đạt được tại TP HCM. Do đó, việc xây dựng nhà máy xử lý nước THLG sẽ giúp cải thiện được tình trạng này.
Ngoài ra, Chính phủ ban hành Quyết định số 1930/QĐ-TTg ngày 20/11/2009 phê duyệt định hướng Phát triển Thoát nước đô Thị và khu công nghiệp Việt Nam đến năm 2025 và tầm nhìn đến năm 2050. Mục tiêu của định hướng này là:
" Xây dựng mạng lưới thoát nước riêng ở các khu đô thị mới;
• Người gây ô nhiễm phải trả phí Vận hành bảo dưỡng (công nghiệp hoặc người dân);
• Thu gom và xử lý nước thải từ các khu trung tâm đô thị cấp IV và cấp V và làng nghề thủ công (30% năm 2015, 40% năm 2020, 50% năm 2025, 100% năm 2050);
• Chấm dứt tình trạng úng ngập bằng cách tăng công suất và phạm vi hệ thống

In addition, the Government issued Decision No. 1930 / QD-TTg dated 20/11/2009 approving Drainage Development orientation Urban and Industrial Zone Vietnam in 2025 with a vision to 2050. The goal of this orientation are:
"Building Private water drainage network in the new urban area;
• The polluter must pay transportation maintenance (industrial or people);
• Collection and treatment of waste water from urban centers of grade IV and grade V and craft villages (30% 2015, 40% 2020, 50% in 2025, 100% in 2050);
• Termination of submergence by increasing the capacity and scope of the system
