Uỷ ban nhân dân các tỉnh miền núi cùng các trường đào tạo, bồi dưỡng của Trung ương, các viện nghiên cứu mở các lớp đào tạo, bồi dưỡng ngắn hạn cán bộ quản lý, cán bộ kỹ thuật, cán bộ chuyên môn, nghiệp vụ phù hợp với yêu cầu kỹ thuật và trình độ quản lý từng vùng. Học viên các lớp này được trợ cấp học bổng như đối với học sinh của các trường đại học, cao đẳng và trung học chuyên nghiệp.
