Hơn một thập niên là khoảng thời gian quá ngắn ngủi cho sự ra đời, hoàn thiện và phát triển của một cơ quan trong bộ máy nhà nước. Khó khăn là điều không thể tránh khỏi, đặc biệt là với một cơ quan chưa từng có tổ chức tiền thân như KIỂM TOÁN NHÀ NƯỚC tại Việt Nam. Song, với đường lỗi lãnh đạo đúng đắn của Đảng và Nhà nước, sự nỗ lực của Chính phủ, Quốc hội cùng sự cố gắng không ngừng của tập thể cán bộ công chức, KIỂM TOÁN NHÀ NƯỚC đã đạt được nhiều thành tích trong hoạt động của mình. Đến nay qua hơn 10 năm hoạt động KIỂM TOÁN NHÀ NƯỚC đã khẳng định được vai trò và vị trí như là một công cụ không thể thiếu được trong hệ thống kiểm tra kiểm soát của nhà nước. Luật KIỂM TOÁN NHÀ NƯỚC ra đời là một sự công nhận rõ ràng của xã hội và thể hiện sự đòi hỏi cấp bách của nền kinh tế đối với vai trò, vị trí và chức năng của KIỂM TOÁN NHÀ NƯỚC trong hệ thống các cơ quan kiểm tra, giám sát về tài chính và quản lý kinh tế.
Bên cạnh một số thành tựu đã đạt được trong tổ chức và hoạt động của KIỂM TOÁN NHÀ NƯỚC vẫn còn không ít những hạn chế, bất cập làm ảnh hưởng đến chất lượng, hiệu quả và hiệu lực hoạt động kiểm toán. Đề án đã nghiên cứu và vận dụng lý luận về mô hình tổ chức và cơ chế hoạt động của các cơ quan KIỂM TOÁN NHÀ NƯỚC, kinh nghiệm thực tiễn của các cơ quan KIỂM TOÁN NHÀ NƯỚC trên thế giới vào điều kiện cụ thể phù hợp với pháp luật về KIỂM TOÁN NHÀ NƯỚC ở Việt Nam
Đề án đưa ra một cách cơ bản những lý luận chung về mô hình tổ tổ chức mô hình bộ máy KTTN của các nước trên thế giới, nghiên cứu thực trạng về mô hình tổ chức của ba nước tiêu biểu cho xu thế phát triển quốc tế, rút ra các bài học kinh nghiệm cho Việt Nam. Cùng với việc tổng kết và nghiên cứu về thực trạng mô hình tổ chức bộ máy KIỂM TOÁN NHÀ NƯỚC tại Việt Nam, phần 3 của đề án đưa ra những đánh giá và các ý kiến đề xuất hoàn thiện mô hình tổ chức bộ máy KIỂM TOÁN NHÀ NƯỚC tại nước ta.

More than a decade is too short period of time for the birth, development and perfection of an agency within the State apparatus. The difficulty is that this cannot be avoided, especially with an unprecedented Agency held the predecessor as STATE AUDITOR in Vietnam. The song, with the proper leadership errors of the party and the State, to the efforts of the Government, the Parliament and the trying of civil servants, the STATE AUDITOR has gained many achievements in his activities. To date over more than 10 years of activity of the STATE AUDIT has confirmed the role and position as an indispensable tool in the test system of State control. The AUDIT Act STATE birth is a clear recognition of the society and the urgent demands of the economy for the role, the position and the function of the STATE AUDIT system in the compliance monitoring, financial and economic management.Next to some of the achievements gained in the Organization and operation of STATE AUDIT remains no less the limitations, shortcomings affect the quality, efficiency and effectiveness of the audit activities. The project was to research and apply theory about organization and operation mechanism of the STATE AUDIT Agency, the practical experience of the STATE AUDIT Agency the world into specific conditions in accordance with the law on the STATE AUDIT in VietnamThe scheme lays out a basic way these general arguments about Organizer nest model models the air of the world's countries KTTN, research status about the Organization of the three countries for international development trend, draw lessons learned for Vietnam. More than a decade is too short time period for the establishment, improvement and development of an organ of the State apparatus. STATE AUDIT law came into being as a clear recognition of the society and demonstrate the urgent need of the economy for the role, the position and function of STATE AUDIT bodies system inspection and supervision of the financial and economic management.
Besides some success has been achieved in the organization and operation of the STATE AUDIT still many limitations and shortcomings which affect quality , efficient and effective audit activities. The scheme has been studying and applying theories of organizational models and mechanisms of action of these agencies STATE AUDIT, practical experience of agencies STATE AUDIT world on specific conditions in line with legislation STATE AUDIT in Vietnam
