Tăng trưởng kinh tế của Việt Nam trong thời kỳ này có xu hướng giảm sút. tăng trưởng kinh tế năm 1995 đạt mức cao nhất là 9,45% đã giảm xuống còn 5,8% (năm 1998) và 5,3% (năm 1999).
Tình hình trên diễn ra do nhiều nguyên nhân song những nguyên nhân chính là ảnh hưởng của cuộc khủng hoảng tài chính khu vực Châu Á và những bất hợp lý về cơ chế chính sách của Việt nam.
Cuộc khủng hoảng tài chính khu vực Châu Á, khởi phát từ thị trường tài chính Thái Lan tháng 7-1997, đã tác động xấu đến nền kinh tế Việt Nam thông qua sự giảm sút xuất khẩu và đầu tư trực tiếp nước ngoài. bên cạnh đó, một nguyên nhân không kém phần quan trọng là các chính sách đổi mới trong các thời kỳ trước đã tỏ ra không có hiệu quả do những điều kiện bên trong và bên ngoài đã có nhiều thay đổi
