Thứ hai: Trên cơ sở các quy hoạch chung, quy hoạch chi tiết đã được thành phố phê duyệt, quận cần chủ động xây dựng kế hoạch tổ chức thực hiện tốt công tác quản lý đô thị, nâng cao hiệu lực, hiệu quả quản lý nhà nước; kiên quyết không để xảy ra tình trạng xây dựng trái phép, sai phép, phá vỡ quy hoạch, kiến trúc đô thị; khai thác, sử dụng hiệu quả quỹ đất trên địa bàn; huy động các nguồn vốn trong doanh nghiệp, trong nhân dân để đầu tư thực hiện các chương trình kinh tế - xã hội; đẩy nhanh tốc độ xây dựng kết cấu, hạ tầng, các công trình phát triển văn hóa, giáo dục, y tế, thể thao; thực hiện tốt việc chỉnh trang đô thị, bảo đảm yêu cầu, tiêu chuẩn đô thị về môi trường, diện tích đất giao thông, mật độ cây xanh…
Thứ ba: Tập trung lãnh đạo, chỉ đạo đẩy mạnh công tác cải cách hành chính đạt hiệu quả cao hơn. Xác định rõ chức năng, nhiệm vụ, thẩm quyền của các cấp, các ngành, xây dựng đội ngũ công chức phường, quận chuẩn hóa theo vị trí việc làm. Chú trọng bồi dưỡng năng lực và giáo dục tinh thần, thái độ phục vụ nhân dân; làm tốt công tác thi đua, khen thưởng, đi đôi với việc xử lý kiên quyết cán bộ, đảng viên vi phạm.
