- Về vấn đề xã hội hóa và đa dạng hóa ngành y tế Việt Nam, năm 1993 Nghị quyết 04/NQ-T.Ư đã đề ra chủ trương "xã hội hóa y tế" và chỉ rõ: "Sự nghiệp chăm sóc sức khỏe là trách nhiệm của cộng đồng và mỗi người dân, là trách nhiệm của các cấp ủy đảng và chính quyền, các đoàn thể nhân dân và các tổ chức xã hội, trong đó ngành y tế giữ vai trò nòng cốt". Nghị quyết 46/NQ-T.Ư của Bộ Chính trị "về công tác bảo vệ, chăm sóc và nâng cao sức khỏe nhân dân trong tình hình mới" đã nêu rõ quan điểm: "Xã hội hóa các hoạt động chăm sóc sức khỏe gắn với tăng cường đầu tư của nhà nước, thực hiện tốt việc trợ giúp cho các đối tượng chính sách và người nghèo trong chăm sóc và nâng cao sức khỏe.
