Ở góc độ một quốc gia đang phát triển, nhất là trong trường hợp của Việt Nam, điều này càng đáng lo hơn nhiều. Khi mà thế mạnh cạnh tranh về giá rẻ và tài nguyên đang dần yếu đi, Việt Nam cần đầu tư nhiều hơn vào cơ sở hạ tầng, tạo lập môi trường kinh doanh tốt hơn và thúc đẩy niềm tin tiêu dùng và kinh doanh trong xã hội. Điều này đồng nghĩa với nhu cầu đầu tư cho phát triển và dân sinh từ ngân sách là phải lớn hơn rất nhiều trong giai đoạn tới. Nhưng nhu cầu đó trái ngược với thực tế là ngân sách ngày càng eo hẹp
