Nhà thầu sẽ trình cho Chủ đầu tư danh sách các cán bộ và công nhân làm việc hàng ngày tại công trình. Chỉ những người có tên trong danh sách mới được phép ra vào cổng công trình theo thời gian qui định. Trong trường hợp cần phải thay đổi người, Nhà thầu sẽ gửi công văn trình Chủ đầu tư phê duyet.
Tất cả xe cộ chuyên chở vật liệu, thiết bị thi công ra vào công trường đều phải có giấy phép ra vào cổng do Chủ đầu tư cấp và đi đúng cổng và thời gian do Chủ đầu tư qui định. Khi ra vào cổng các xe phải xếp hàng chờ kiểm tra xong mới được đi qua cổng.
Tất cả cán bộ và công nhân viên và những người liên quan đến công trường khi ra vào công trường đều phải đăng ký với bảo vệ và đeo thẻ để tiện cho việc kiểm tra theo dõi.
