Phạm vi nghiên cứu - Về nội dung Nghiên cứu và đánh giá hiệu quả sử dụng vốn đầu tư XDCB, bao gồm nhiều nội dung và lĩnh vực khác nhau. Tuy nhiên, do hạn chế về thời gian nên đề tài tập trung nghiên cứu đánh giá hiệu quả sử dụng vốn NSNN do thành phố Đồng Hới quản lý đầu tư vào xây dựng cơ bản từ năm 2001 đến 2007. - Về không gian Để đạt được mục tiêu nghiên cứu, chúng tôi đã tiến hành điều tra nghiên cứu các công trình đầu tư xây dựng trên địa bàn thành phố Đồng Hới. - Về thời gian + Số liệu thứ cấp: đề tài nghiên cứu hiệu quả sử dụng vốn NSNN trong đầu tư XDCB từ năm 2001 - 2006. + Số liệu sơ cấp: điều tra các công trình đang xây dựng từ năm 2001 đến 2007 có sử dụng vốn NSNN, trên cơ sở đó đề xuất các định hướng, giải pháp nhằm nâng cao hiệu quả sử dụng vốn NSNN trên địa bàn thành phố Đồng Hới từ
