Lời ngỏ từ Sáng lập viên
Kính thưa các thành viên Mạng lưới Sông ngòi Việt Nam, các đối tác và quý vị.
Nhìn lại 10 năm, chặng đường xây dựng và phát triển, Mạng lưới Sông ngòi Việt Nam (VRN) tuy còn non trẻ nhưng đã tạo được những tiền đề quan trọng và đang khẳng định đường hướng phát triển của mình trước thách thức mới trong tương lai.
Nhận thức sâu sắc sứ mệnh dựa trên tầm nhìn hệ thống bao quát và đặc biệt, xây dựng được chiến lược phát triển phù hợp với thực tiễn Việt Nam, gắn với bối cảnh khu vực là nền tảng hết sức quan trọng cho hoạt động của Mạng lưới Sông ngòi Việt Nam.
Buổi đầu thành lập, VRN chọn Hà Nội làm địa chỉ hoạt động điều phối mạng lưới để tập hợp rộng rãi các nhà khoa học từ các lĩnh vực khác nhau, xây dựng mối liên hệ với các cơ quan, bộ, ngành Trung ương và phát hành bản tin ngôn luận do Cục Báo chí cấp phép hoạt động là cách tiếp cận phù hợp với bối cảnh thời điểm bấy giờ. Trên cơ sở đó, VRN đã tạo được mối quan hệ tin cậy với các cấp chính quyền, các cộng đồng địa phương và các cơ quan truyền thông qua việc thực hiện các dự án nghiên cứu và phát triển cộng đồng.
Về tổ chức và xây dựng mạng lưới thành viên:
Sau 3 năm nỗ lực xây dựng (2007- 2009), Mạng lưới đã thu nhận tự nguyện được tới 150 thành viên (cá nhân và tổ chức) thuộc các lĩnh vực khoa học, các nhà quản lý, nhà hoạt động xã hội, người dân, ở Hà Nội, Thành phố Hồ Chí Minh, trường đại học và tỉnh thành khác ở các vùng miền khác nhau quan tâm đến các lĩnh vực liên quan đến sông ngòi. Phải thừa nhận rằng, đây là bước tiến mà ít mạng lưới nào đạt được. Đến nay, họ vẫn luôn dõi theo những hoạt động của mạng lưới qua các phương tiện truyền thông đại chúng, bản tin nội bộ với những phản biện xã hội, hội nghị, hội thảo, v.v…. của VRN vì mục tiêu bảo vệ sông ngòi và cộng đồng. Từ năm 2009, để nâng cao tính phù hợp hơn nữa với thực tế bảo vệ sông ngòi, tài nguyên môi trường liên quan và cộng đồng ở các vùng miền của đất nước, VRN đã tiến hành tái cấu trúc bộ máy hoạt động của mình. Hai tổ chức điều phối vùng Trung Bộ & Tây Nguyên và Nam Bộ được hình thành cùng với tổ chức điều phối các tỉnh miền Bắc đã góp phần quan trọng duy trì và mở rộng các hoạt động của VRN ra cả nước. Sự phối hợp chặt chẽ giữa 3 tổ chức điều phối (luân phiên 3 năm), và các thành viên trong Ban Điều hành lẫn sự tham góp chuyên môn của Ban Tư vấn cho thấy VRN đã từng bước trưởng thành.
Về hoạt động chuyên môn:
10 năm qua, VRN luôn bám sát các nhiệm vụ chiến lược phát triển và kế hoạch hành động được xây dựng. Hình ảnh của VRN đã không chỉ được các tổ chức trong Liên hiệp các Hội Khoa học & Kỹ thuật Việt Nam (VUSTA), mà cả không ít các cơ quan trường học, viện nghiên cứu, giới báo chí, các địa phương, cộng đồng trong nước và các tổ chức phi chính phủ quốc tế, các quĩ tài trợ biết đến, thông qua những xuất bản phẩm, hội thảo, tập huấn và truyền thông nâng cao nhận thức cho người dân, cán bộ tại cộng đồng, vận động chính sách liên quan tới sông ngòi ở Việt Nam lẫn lưu vực sông Mê Công.
Những dấu ấn trên chặng đi 10 năm qua của VRN là hội tụ nhiệt huyết của tất cả các thành viên Mạng lưới, những người có chung mối quan tâm sâu sắc tới chất lượng của những dòng sông và tài nguyên sông ngòi Việt Nam. Đồng thời đó là kết quả sự hợp tác của các đối tác từ cộng đồng tới chính quyền các tỉnh thành, địa phương, các tổ chức NGOs trong nước và khu vực lẫn sự ủng hộ của các tổ chức tài trợ. Với nỗ lực mong muốn tự hoàn thiện và thúc đẩy Mạng lưới tham gia hiệu quả hơn vào các vấn đề cấp bách về nguồn nước và cộng đồng phụ thuộc vào sông ngòi, VRN đã và sẽ có những đóng góp ấn tượng trong việc bảo vệ sông ngòi tại Việt Nam và khu vực.
Tôi hi vọng, tất cả chúng ta sẽ tiếp tục sát cánh cùng nhau trong sự nghiệp bảo vệ và gìn giữ các dòng sông trong lành ở Việt Nam và đón nhận nhiều hơn nữa các thành viên và đối tác mới để chúng ta có thể cùng nhau hướng tới “dòng sông trong lành, cuộc sống phồn vinh”.

The two organizations coordinating the Central & Southern Highlands and is formed with organizations coordinating the north has contributed significantly to maintain and expand the activities of the national VRN. On the professional activities :
