2. Solution:
The state commercial banks play an important role in the process of restructuring the system of credit institutions, and must be restructured by adopting comprehensive measures in paragraph 5 Section II, Part B, and the following solutions:
a) Keep strengthen equitization of state-owned commercial banks; Agribank will be equitized, where appropriate, and the State holds preference shares of the state-owned commercial bank privatization.
b) Rapid expansion of scale and increase its financial capacity by:
- Increasing capital for ensuring equity level standards of Basel II capital adequacy in 2015 by issuing additional shares from the Government;
- Acquisition and merger of credit institutions;
- Expansion capital.
c) Improve the quality of assets, controlling credit quality and reduce bad debt. Focus on resolving bad loans of the state commercial banks to clean up their balance sheets as soon as possible; try to reduce the NPL ratio of state-owned commercial banks under 3% loan classification standards and Vietnam accounting standards.
d) Innovation bank management system consistent with international standards advanced and practical, enhance modernization of risk management system, improve the efficiency of internal control and audit system for the state-owned commercial banks to manage risk effectively, while short term credit quality and liquidity.
e) Modernizing the IT system of state-owned commercial bank to develop banking services and improve the quality of banking services, and simultaneously support banking support management effectiveness.
e) Keep the branch network expansion and transaction offices nationwide, especially in rural areas; open branches and getting into financial markets in other countries and regions; development of digital distribution system to improve access to customer service.
g) To consider and strength of main line of business of the state-owned commercial banks, reduce the enterprise must faced with the risks or ineffective; radical restructuring of the subsidiary company of the stateowned commercial banks; gradual divestment from non-financial industries or risk investments. Develop new business strategies. Accordingly, the state-owned commercial banks must be in the vanguard of investment in key industries of the economy such as infrastructure, economic development, boost exports, agriculture, manufacturing, processing, and small and medium-sized enterprises to contribute to the restructuring of the economy.
h) Diversification of methods to raise capital; Controlling credit growth consistent with the size and structure of each of the funds; gradually reducing outstanding loans to 90% mobilized 2015.
i) rapid development of quality executives, and provide the appropriate policies to attract, use, management and administration; enhance training in leadership skills, enhance the sense of responsibility and professional ethics of the CEO.
