8. Quyết định bổ nhiệm, bổ nhiệm lại, miễn nhiệm, chấp thuận từ chức, khen thưởng, kỷ luật các chức danh quản lý còn lại trong Ngân hàng Phát triển Việt Nam theo quy định nội bộ do Hội đồng quản trị ban hành, trừ các chức danh thuộc thẩm quyền của Thủ tướng Chính phủ, của Bộ Tài chính và của Hội đồng quản trị. Quyết định mức lương, thưởng và phụ cấp (nếu có) đối với những người thuộc thẩm quyền bổ nhiệm, tuyển dụng.
9. Đề nghị triệu tập họp Hội đồng quản trị bất thường theo quy định của pháp luật và Điều lệ này.
10. Báo cáo Hội đồng quản trị, Ban kiểm soát và cơ quan có thẩm quyền về kết quả hoạt động của Ngân hàng Phát triển Việt Nam theo quy định của pháp luật và Điều lệ này.
11. Quyết định hoặc phân cấp, ủy quyền cho các đơn vị thuộc và trực thuộc Ngân hàng Phát triển Việt Nam cấp tín dụng, ký kết hợp đồng, huy động vốn, đầu tư, thanh lý, bán tài sản của Ngân hàng Phát triển Việt Nam, điều chuyển vốn, tài sản giữa các đơn vị thuộc và trực thuộc theo quy định của pháp luật và phù hợp với thẩm quyền được Hội đồng quản trị phân cấp, ủy quyền.
