Trong chiến lược phát triển kinh tế của Việt Nam, nông nghiệp được coi là nền móng cho sự phát triển của toàn bộ nền kinh tế, đặc biệt khi Việt Nam thực hiện chính sách mở cửa, gia nhập tổ chức thương mại thế giới (WTO). Thương mại nông nghiệp đã đóng góp lớn vào nguồn thu ngoại tệ, tăng thu nhập cho khu vực nông nghiệp, cải thiện đời sống của người dân nông thôn. Một trong những điều kiện công nghiệp hóa – hiện đại hóa nông nghiệp để phát triển kinh tế nông thôn là phải tích lũy tư bản để có thể tái sản xuất mở rộng. Trong đó, tín dụng chính thống cho nông nghiệp là công cụ chủ yếu, hiệu quả kích thích các hoạt động tạo thu nhập, giúp người nông dân có vốn đầu tư và tái sản xuất mở rộng, từ đó giúp người nông dân vượt khỏi đói nghèo và vươn lên làm giàu. Tín dụng rất cấn thiết đối với các hộ nông nghiệp nhỏ ở nông thôn so với các nghề khác bởi vì khoảng thời gian giữa lúc sử dụng đầu vào và mùa thu hoạch dài, trong quá trình sản xuất gặp phải rất nhiều rủi ro. Điều đó liên quan đến cả kinh phí mua đầu vào (giống, thuê làm đất,…) lẫn lao động. Đối với các hộ nhỏ yêu cầu vốn lưu động đó rất khó có thể tìm thấy từ nguồn tiền tiết kiệm và cần phải tiếp cận nguồn tín dụng ngắn hạn. Trong những năm gần đây, tín dụng Việt Nam đặc biệt là tín dụng chính thống cho nông nghiệp đã có những bước phát triển đáng kể về quy mô, nguồn vốn, đối tượng vay vốn… Đạt được những thành công đó là nhờ có hệ thống ngân hàng cùng các tổ chức tín dụng như: Ngân hàng nông nghiệp và phát triển nông thôn, ngân hàng chính sách xã hội, quỹ tín dụng nhân dân,… đã tạo thành kênh huy động vốn cho vay tại chỗ đưa nguồn vốn đến những hộ nông dân có nhu cầu, từ đó có cơ hội vươn lên phát triển sản xuất, thoát nghèo và làm giàu. Theo đánh giá của các ngân hàng trong 3 năm gần đây, tín dụng nông nghiệp - nông thôn tuy đã có những bước phát triển đáng kể nhưng số vốn mà các tổ chức tín dụng đã cho vay phục vụ phát triển nông nghiệp – nông thôn mỗi năm vẫn còn quá nhỏ so với nhu cầu thực tế. Cần phải có một hệ thống tín dụng nông thôn vững mạnh để đáp ứng được nhu cầu vốn cho nông nghiệp tạo nên đà phát triển kinh tế nông thôn.
