Với mục đích tìm hiểu thực trạng sự tham gia của hộ nghèo và các trở ngại của sự tham gia trong việc thực hiện chính sách đào tạo nghề và giải quyết việc làm (ĐTN _GQVL) tại huyện Thoại Sơn, tỉnh An Giang hiện nay. Một nghiên cứu đã được triển khai với sự tham gia khảo sát phiếu hỏi của 238 hộ nghèo; 15 cán bộ cấp cơ sở và 15 hộ nghèo tham gia trả lời phỏng vấn sâu; 32 cán bộ cấp cơ sở tham gia khảo sát kiến thức và tập huấn bồi dưỡng nâng cao kiên thức về sự tham gia. Kết quả nghiên cứu cho thấy, sự tham gia của hộ nghèo .......Đồng thời, có nhiều bằng chứng cho thấy, các yếu tố về văn hóa, cơ chế chính sách, cách thức quản lý, triển khai và trình độ học vấn, nhận thức, điều kiện kinh tế của chính hộ nghèo là những trở ngại cho sự tham gia vào chính sách ĐTN – GQVL. Thực trạng trên có thể được khắc phục bằng nhiều giải pháp khác nhau, song quan trọng nhất vẫn là cần có một cơ chế khuyến khích sự tham gia cụ thể, rõ ràng đối với nhóm đối tượng hưởng lợi từ chính sách, trong đó có vai trò và trách nhiệm tham gia của hộ nghèo.

With the aim to find out the reality of poverty and the problems of the participation in the implementation of vocational training policies and job creation (ĐTN _ GQVL) at Son district, An Giang Province today. A study has been implemented with the survey votes of 238 households in poverty; 15 grassroots officers and 15 participating poor households interviewed in depth; 32 officials and grassroots participation survey knowledge and advanced refresher training to be knowledge of the participation. Research results showed that the participation of the poor households....... at the same time, there is more evidence, the elements of the culture, the policy engine, how to manage, deploy and education level, cognitive, economic conditions of poor households are obstacles for participation in policy-ĐTN-GQVL. The situation can be remedied by using several different solutions, but the most important is still the need to have a mechanism to encourage specific involvement, clear to the Group of beneficiaries from the policy, including the role and responsibility of poor households.
