Điều 16. Dự báo nhu cầu phụ tải điện năm
1. Số liệu phục vụ dự báo nhu cầu phụ tải điện năm bao gồm:
a) Cho năm đầu tiên:
- Số liệu dự báo từng tháng về điện năng, công suất cực đại, biểu đồ ngày điển hình của Đơn vị phân phối điện, Khách hàng sử dụng điện nhận điện trực tiếp từ lưới điện truyền tải và tại các điểm đấu nối;
- Số liệu dự báo xuất nhập khẩu điện từng tháng về điện năng, công suất cực đại, biểu đồ ngày điển hình của Đơn vị bán buôn điện và tại các điểm đấu nối.
b) Cho bốn (04) năm tiếp theo:
- Số liệu dự báo năm về điện năng, công suất cực đại, biểu đồ ngày điển hình của Đơn vị phân phối điện, Khách hàng sử dụng điện nhận điện trực tiếp từ lưới điện truyền tải và tại các điểm đấu nối;
- Số liệu dự báo xuất nhập khẩu điện năm về điện năng, công suất cực đại, biểu đồ ngày điển hình của Đơn vị bán buôn điện và tại các điểm đấu nối.
Chi tiết các số liệu sử dụng cho dự báo nhu cầu phụ tải điện năm tới quy định tại Phụ lục 1A ban hành kèm theo Thông tư này.
2. Các yếu tố cần xem xét khi dự báo phụ tải điện năm tới bao gồm:
a) Tốc độ tăng trưởng kinh tế (GDP) năm tới được Chính phủ công bố;
b) Số liệu dự báo nhu cầu phụ tải điện và hệ số phụ tải hàng năm theo quy hoạch phát triển điện lực đã được phê duyệt;
c) Các số liệu thống kê về công suất, điện năng tiêu thụ trong ít nhất năm (05) năm trước gần nhất của Đơn vị phân phối điện, Đơn vị bán buôn điện và Khách hàng sử dụng điện nhận điện trực tiếp từ lưới điện truyền tải;
d) Các số liệu thống kê xuất nhập khẩu điện về công suất, điện năng tiêu thụ trong ít nhất năm (05) năm trước gần nhất của Đơn vị bán buôn điện;
đ) Các số liệu dự báo xuất nhập khẩu điện về công suất, điện năng của Đơn vị bán buôn điện;
e) Các giải pháp về tiết kiệm năng lượng và quản lý nhu cầu điện;
g) Những thông tin cần thiết khác.
3. Kết quả dự báo nhu cầu phụ tải điện hệ thống điện quốc gia năm bao gồm:
a) Cho năm đầu tiên: Công suất cực đại, điện năng, biểu đồ ngày điển hình từng tháng của hệ thống điện quốc gia, hệ thống điện ba miền, từng Đơn vị phân phối điện, Đơn vị bán buôn điện, Khách hàng sử dụng điện nhận điện trực tiếp từ lưới điện truyền tải và tại các điểm đấu nối với lưới điện truyền tải;
b) Cho bốn (04) năm tiếp theo: Số liệu dự báo năm về điện năng, công suất cực đại, biểu đồ ngày điển hình của hệ thống điện quốc gia, hệ thống điện ba miền, từng Đơn vị phân phối điện, Đơn vị bán buôn điện, Khách hàng sử dụng điện nhận điện trực tiếp từ lưới điện truyền tải và tại các điểm đấu nối với lưới điện truyền tải.
