- Làm rõ về mặt lý luận và thực tiễn việc thực hiện chính sách việc làm cho thanh niên tại thị xã Sơn Tây, thành phố Hà Nội.
- Đề xuất, kiến nghị các giải pháp nhằm góp phần hoàn thiện chính sách việc làm cho thanh niên tại thị xã Sơn Tây, thành phố Hà Nội nói riêng và chính sách việc làm cho thanh niên ở Việt Nam nói chung để khắc phục những tồn tại, hạn chế góp phần giải quyết việc làm cho thanh niên.
Thanh niên là lực lượng xã hội to lớn, luôn đi đầu trong các phong trào cách mạng giải phóng dân tộc, xây dựng và bảo vệ Tổ quốc Việt Nam XHCN. Trong sự nghiệp đổi mới, phát triển nền kinh tế thị trường, đẩy mạnh công nghiệp hóa, hiện đại hóa và hội nhập, thanh niên càng có vai trò quan trọng, là bộ phận ưu tú của nguồn nhân lực - nguồn nội lực vô tận và quý giá nhất của đất nước, đóng góp to lớn vào tăng trưởng và phát triển kinh tế - xã hội. Tạo việc làm cho thanh niên vừa là vấn đề kinh tế, vừa là vấn đề xã hội bức xúc. Việc làm không chỉ là mối quan tâm hàng đầu mà còn là vấn đề nóng bỏng của toàn xã hội. Giải quyết và tạo việc làm cho thanh niên có ý nghĩa quyết định trong sự đổi mới và phát triển kinh tế - xã hội của thị xã Sơn Tây hiện nay và trong thời gian tới.

Việc thực hiện các chính sách việc làm cho thanh niên có rất nhiều thành công mà quá trình thực hiện mang lại, thì cũng còn rất nhiều những bất cập tồn tại, những tác động ngoài ý muốn đối với chương trình. Từ thành công và thất bại đó đòi hỏi phải đúc rút ra những kinh nghiệm, những bài học quý báu làm cơ sở, nền tảng để đề ra những chính sách hiệu quả hơn, toàn diện hơn. Bên cạnh đó chúng ta cũng cần rút ra những bài học kinh nghiệm của các nước để vận dụng sáng tạo vào điều kiện thực tiễn của Việt Nam. Phát huy các ưu điểm và hạn chế các nhược điểm để từ đó đề ra những chính sách tối ưu, thích hợp hơn với điều kiện trong nước nhằm mục tiêu xây dựng nước Việt Nam dân giàu, nước mạnh, dân chủ, công bằng, văn minh.
