Trong quá trình lập kế hoạch bảo dưỡng sửa chữa thiết bị quy định tại Điều 74 Thông tư này, Đơn vị vận hành hệ thống điện và thị trường điện có thể từ chối yêu cầu tách thiết bị để bảo dưỡng sửa chữa khi xác định việc tách thiết bị này dẫn đến vi phạm yêu cầu an ninh cung cấp điện chung và phải nêu rõ lý do.
2. Trước khi từ chối yêu cầu tách thiết bị để bảo dưỡng sửa chữa, Đơn vị vận hành hệ thống điện và thị trường điện phải thực hiện thứ tự ưu tiên như sau:
a) Tách thiết bị để bảo dưỡng sửa chữa cho nguồn điện có mức ưu tiên cao hơn cho lưới điện truyền tải;
b) Tách thiết bị để bảo dưỡng sửa chữa của các nguồn điện được ưu tiên thực hiện theo nguyên tắc tối thiểu chi phí mua điện toàn hệ thống;
c) Trường hợp có hai hoặc nhiều yêu cầu tách thiết bị để bảo dưỡng sửa chữa nguồn điện có cùng ảnh hưởng đến giá phát điện tới khách hàng sử dụng điện cuối cùng thì yêu cầu nào đưa trước sẽ có thứ tứ ưu tiên cao nhất.
3. Căn cứ thứ tự ưu tiên quy định tại khoản 2 Điều này, Đơn vị vận hành hệ thống điện và thị trường điện có quyền từ chối yêu cầu tách thiết bị để bảo dưỡng sửa chữa đến khi yêu cầu an ninh cung cấp điện được đảm bảo
