Tôi rất vinh dự được tháp tùng Tổng thống Obama trong chuyến thăm này – chuyến thăm thứ ba của tôi đến Việt Nam trên cương vị Ngoại trưởng – và tôi rất ấn tượng, và luôn luôn như vậy, khi chứng kiến sự phát triển vượt trội trong quan hệ song phương Việt Nam – Hoa Kỳ.

Từ lần đầu tiên đặt chân đến Việt Nam khi còn là quân nhân trẻ năm 1968 đến chuyến thăm gần đây nhất hồi tháng 5, tôi đã chứng kiến những thay đổi đến kinh ngạc đang diễn ra, từ những tòa nhà cao tầng ở thành phố đến tinh thần khởi nghiệp đang nở rộ đến dòng người, hàng hóa và ý tưởng từ mọi ngóc ngách ở Việt Nam đổ vào Hoa Kỳ và những nơi khác.

Giữa những biến đổi này, điều bất biến và điều khiến tôi luôn yêu mến Việt Nam đó là sự nồng ấm, hào phóng và tài khéo léo của người dân Việt nam.

Chính tính kiên cường và mong ước bao đời muốn vượt qua bóng tối của quá khứ để hướng đến một xã hội thịnh vượng, lành mạnh và tự do hơn cho con cháu và các thế hệ tương lai đã định hình quá trình phát triển vượt bậc của Việt Nam.

Việt Nam có tiềm năng to lớn và tôi tin chắc rằng Việt Nam sẽ có tương lai tươi sáng nhờ sự cống hiến của giới trẻ, cộng đồng doanh nghiệp và một xã hội dân sự năng động.

Chúng tôi mong đợi tiếp tục làm sâu sắc thêm quan hệ toàn diện và ngày càng mang tính chiến lược với Việt Nam nhằm thúc đẩy lợi ích chung trong việc xây dựng và duy trì một trật tự dựa trên luật pháp, không chỉ ở châu Á – Thái Bình Dương mà trên khắp thế giới.

Nhân dịp này, tôi chúc nhân dân Việt Nam hòa bình và thịnh vượng trong năm sắp tới."
