Khu vực quy hoạch tượng đài dự kiến sẽ tổ chức các sự kiện: kỷ niệm, tưởng niệm, mít-tinh; đón tiếp các đoàn khách trong và ngoài nước đến thăm viếng; sinh hoạt truyền thống, chuyên đề. Tuy nhiên cũng dự trù khả năng không có những sự kiện hoặc hoạt động tiếp diễn thường xuyên.
Các vùng có thể quan sát trực tiếp đến tượng đài bao gồm toàn bộ khu vực xung quanh Quảng trường ga, khu vực Thể dục Thể thao trong khu Liên hợp TDTT Quốc gia Rạch Chiếc và đoạn tuyến Xa lộ Hà Nội từ cầu Rạch Chiếc đến vòng xoay của Xa lộ Đông Tây.
