Hội nghị lần này diễn ra trong bối cảnh Châu Á-Thái Bình Dương đang là khu vực tăng trưởng khá nhanh và năng động trên thế giới. Tuy nhiên chúng ta cũng nhận thấy những biểu hiện suy giảm tốc độ tăng trưởng của một số nền kinh tế. Một trong những nguyên nhân là động lực của mô hình tăng trưởng hiện nay không còn đủ mạnh. Cần tạo thêm những động lực mới để lấy lại đà tăng trưởng nhanh và bền vững. Đó là toàn cầu hóa và hội nhập quốc tế cần phải sâu rộng hơn. Đồng thời phải đổi mới thể chế kinh tế thị trường với chất lượng và yêu cầu cao hơn. Cùng với thực hiện tiến bộ và công bằng xã hội, bảo vệ môi trường tốt hơn, thực hiện mục tiêu phát triển Thiên niên kỷ nhanh và bền vững hơn.
Các nước đang tranh thủ xu thế hợp tác, liên kết kinh tế sôi động ở nhiều cấp độ trong khu vực để chuyển hóa thành những động lực mới cho phát triển bền vững. Về phần mình, Việt Nam đang là một quốc gia chính trị xã hội ổn định vững chắc, kinh tế tăng trưởng khá cao và ổn định, xuất khẩu và đầu tư nước ngoài tăng mạnh. Việt Nam tích cực đóng góp xây dựng Cộng đồng ASEAN vào năm 2015. Chúng tôi đang đẩy mạnh đàm phán Hiệp định Đối tác kinh tế xuyên Thái Bình Dương (TPP), Hiệp định Đối tác kinh tế toàn diện khu vực (RCEP) và các Hiệp định Thương mại tự do với EU, Hàn Quốc, Liên minh Thuế quan (Nga- Belarus-Kazakhstan)... Tôi tin rằng, đây là những cơ hội rất tốt để các doanh nghiệp nước ngoài mở rộng hoạt động kinh doanh đầu tư với Việt Nam cũng như với các nước khu vực Châu Á-Thái Bình Dương.
