Theo quy trình của thủ tục hải quan

Theo quy trình của thủ tục hải quan của Tổng cục Hải quan, hàng hóa của chủ hàng nhập khẩu được phân ra làm 3 luồng:
- Luồng xanh:
- + Hàng hóa không thuộc danh mục cấm nhập khẩu, hoặc thuộc danh mục nhập khẩu phải có giấy phép hoặc phải giám định, phân tích, phân loại nhưng chủ hàng đã nộp, xuất trình văn bản cho phép cho cơ quan Hải quan.
Hàng hóa của chủ hàng thuộc luồng này được miễn kiểm tra chi tiết hồ sơ, miễn kiểm tra thực tế hàng hóa.
- Luồng vàng:
+ Hàng hóa thuộc Danh mục cấm nhập khẩu, tạm ngừng nhập khẩu hoặc phải giám định, phân tích, phân loại nhưng chưa nộp văn bản cho phép của cơ quan có thẩm quyền cho cơ quan hải quan;
+ Hàng hóa thuộc diện phải nộp thuế ngay;
+ Hàng hóa phát hiện có nghi vấn về hồ sơ hải quan.
Hàng hóa của chủ hàng thuộc luồng này phải kiểm tra chi tiết hồ sơ, miễm kiểm tra chi tiết hàng hóa.
- Luồng đỏ:
+ Hàng hóa của chủ hàng nhập khẩu nhiều lần vi phạm pháp luật hải quan;
+ Hàng hóa của chủ hàng nhập khẩu có khả năng vi phạm pháp luật;
+ Hàng hóa của chủ hàng nhập khẩu có dấu hiệu vi phạm pháp luật;
Hàng hóa của chủ hàng thuộc luồng này phải kiểm tra chi tiết hồ sơ, miễn kiểm tra thực tế hàng hóa.
