Bước 2: Kiểm tra hồ sơ hải quan
1. Trách nhiệm của Chi cục trưởng
a) Phân công cho công chức thực hiện kiểm tra hồ sơ thông qua Màn hình quản lý quá trình xử lý tờ khai (Màn hình NA02A). Đối với những tờ khai thuộc lô hàng có trên 50 dòng hàng khai cùng loại hình thì phân công cho 01 công chức xử lý các tờ khai thuộc lô hàng;
b) Chỉ đạo các nội dung cần kiểm tra (nếu có); phê duyệt đề xuất của công chức kiểm tra hồ sơ; quyết định việc tạm dừng hoàn thành việc kiểm tra và hủy tạm dừng hoàn thành kiểm tra thông qua chức năng Tạm dừng và Hủy tạm dừng CEA/CEE (nếu có) tại Màn hình kiểm tra thông tin tờ khai - Kiểm tra hồ sơ. Việc chỉ đạo và phê duyệt phải được cập nhật vào Hệ thống tại ô “Cập nhật ý kiến của Lãnh đạo”.
2. Trách nhiệm của công chức hải quan thực hiện kiểm tra hồ sơ
a) Thông báo nội dung kiểm tra
Công chức được phân công căn cứ vào chỉ dẫn rủi ro của Hệ thống, chỉ đạo của Chi cục trưởng để thông báo mức độ kiểm tra chứng từ thuộc hồ sơ hải quan bằng “Chỉ thị của Hải quan” thông qua nghiệp vụ IDA01/EDA01 (mã A).
Mức độ kiểm tra bao gồm:
a.1) Kiểm tra đơn giản: kiểm tra một nội dung của hồ sơ (ví dụ: kiểm tra nội dung về mã số, trị giá hải quan...), một loại chứng từ tới toàn bộ chứng từ. Khi thông báo cho người khai hải quan, công chức được phân công phải nêu rõ tên chứng từ cần nộp, xuất trình.
a.2) Kiểm tra chi tiết: kiểm tra toàn bộ chứng từ thuộc hồ sơ hải quan.
b) Nội dung kiểm tra
Ngay sau khi nhận đủ các chứng từ thuộc hồ sơ hải quan do người khai hải quan nộp trực tiếp hoặc thông qua Hệ thống e-Customs, thực hiện việc kiểm tra hồ sơ theo quy định tại mục 3 Chương II Thông tư số 38/2015/TT-BTC; thực hiện ý kiến chỉ đạo của Chi cục trưởng, các chỉ dẫn nghiệp vụ của Hệ thống VCIS (nếu có) thông qua Màn hình kiểm tra thông tin tờ khai - Kiểm tra hồ sơ, các chỉ dẫn rủi ro và kết quả kiểm tra hàng hóa trong quá trình xếp, dỡ tại khu vực kho, bãi, cảng, cửa khẩu qua máy soi trên hệ thống e-Customs (nếu có).
