Bảng báo cáo cũng nghiên cứu vai trò của kiều hối đối với các nền kinh tế kém phát triển hơn và những phương pháp khuyến khích hơn nữa sự ổn định trên các thị trường lao động. Theo Ngân hàng Thế Giới đối với hầu hết các nước Đông Âu và Trung Á, trong các nguồn tài chính từ bên ngoài đổ vào trong nước thì lượng kiều hối chiếm vị trí thứ 3 chỉ sau các nguồn vốn ODA và FPI . Đối với một số nước nghèo nhất trong khu vực , kiều hối là nguồn tài chính lớn nhất và có vai trò làm nhẹ bớt những sự bất an về kinh tế trong quá trình phát triển quá độ
