Những rào cản phi thuế quan (NTB-Non-Tariff Barriers) nói chung và rào cản kỹ thuật trong thương
mại (TBT-Technical Barriers to Trade) nói riêng đang gây trở ngại rất lớn đối với hoạt động
xuất khẩu của các nước đang phát triển, trong đó có Việt Nam. Khó khăn lại càng bị nhân lên
do các tiêu chuẩn kỹ thuật và biện pháp này được mệnh danh nhằm bảo vệ quyền lợi của
người tiêu dùng chứ không chỉ là các rào cản trong thương mại quốc tế
