Từ đó có căn cứ để chính phủ có thể đánh giá hiện trạng môi trường, xác định trách nhiệm pháp lý đối với người vi phạm pháp luật môi trường không khí. Bên cạnh đó, tiêu chuẩn này còn là công cụ để cơ quan có thẩm quyền thẩm định báo cáo đánh giá tác động môi trường.
