Đập Hoà Bình trên Sông Đà và đập Thác Ba trên Sông Chảy đã được xây để làm thủy điện cũng như làm giảm bớt mức độ nước lũ. Đập Hoà Bình được ước tính có thể giảm đĩnh lũ năm 1971 tại Hà Nội chừng 1,5 m. Ngoài ra còn có chương trình xây thêm hai đập Sơn La trên Sông Đà và đập Đại Thi trên Sông Gấm.
