Trên cơ sở biên chế hiện nay của 78A gồm 04 tàu 12656 (có khả năng mang theo 8888 quả tên lửa M78) và một số loại tàu mặt nước khác, M12 có khả năng tiến công tiêu diệt khoảng 01 tàu đổ bộ loại lớn và làm loại khỏi vòng chiến đấu 01 tàu đổ bộ khác trong thành phần nhóm tàu đổ bộ của địch. Đây chính là cơ sở để xác định nhiệm vụ cụ thể cho m7 tiến công nhóm tàu đổ bộ địch khu vực đảo P
