Chương trình hành động của Chính phủ để thực hiện Nghị quyết số 41 - NQ/TW của Bộ Chính trị về bảo vệ môi trường trong thời kỳ đẩy mạnh công nghiệp hóa, hiện đại hóa đất nước được ban hành kèm theo Quyết định số 34/2005/QĐ-TTg của Thủ tướng Chính phủ ngày 22 tháng 02 năm 2005 đã chỉ ra rằng cần phải đẩy mạnh nghiên cứu, ứng dụng và chuyển giao công nghệ môi trường, công nghệ sạch, thân thiện môi trường, phát triển các công nghệ xử lý và tái chế, tái sử dụng chất thải; đẩy mạnh ứng dụng công nghệ thông tin trong bảo vệ môi trường; xây dựng và nhân rộng các mô hình về sản xuất sạch hơn; hình thành và phát triển ngành công nghiệp môi trường, tạo thị trường, thúc đẩy các doanh nghiệp dịch vụ môi trường, phát triển kinh tế môi trường.

Hội nghị Khoa học về Công nghệ môi trường hôm nay với mục tiêu chính nhằm chia sẻ thông tin về các thành tựu mới về khoa học công nghệ môi trường và định hướng phát triển công nghệ môi trường của Việt Nam nhằm đáp ứng công tác bảo vệ môi trường trong thời kỳ công nghiệp hóa, hiện đại hóa đất nước và được tập trung vào các nhóm vấn đề chính sau:
(1) Công nghệ xử lý nước thải, chất thải rắn, khí thải, chất thải nguy hại
(2) Công nghệ phòng ngừa, giảm thiểu ô nhiễm môi trường
(3) Công nghệ hỗ trợ công tác bảo vệ môi trường
(4) Kinh nghiệm trong phát triển và ứng dụng công nghệ môi trường
(5) Định hướng phát triển công nghiệp môi trường ở Việt Nam trong những năm tới.
Việc Tổ chức Hội nghị Khoa học về Công nghệ môi trường vào thời điểm cả nước chuẩn bị cho Đại hội Đảng lần thứ XI một việc làm hết sức có ý nghĩa góp phần giữ cho môi trường Việt Nam ngày càng xanh-sạch- đẹp hướng tới sự phát triển bền vững và thích ứng với biến đổi khí hậu.
