- Đối với mỏ vật liệu chưa khai thác cần sơ hoạ vị trí mỏ, làm việc với cơ quan chủ quản của địa phương về sự cho phép khai thác, xác định cự ly vận chuyển (xác định rõ loại hình đường, cấp đường, chiều dài từng cấp đường…), trữ lượng, lấy mẫu thí nghiệm các chỉ tiêu theo tiêu chuẩn Việt Nam và AASHTO (nếu Tiêu chuẩn VN không có);
