2. Định hướng chính sách phát triển thương mại Việt – Trung
Từ năm 2015 và các năm tiếp theo, khi mà các FTA (FTA Việt Nam – EU, FTA Việt Nam – Hàn Quốc, FTA Việt Nam với khu vực Hải quan LB Nga, Bêlarút và Kazâctan,…) và Hiệp định TPP, cộng đồng AEC có hiệu lực và đi vào hoạt động, Việt Nam sẽ có nhiều cơ hội lớn và mới để phát triển và do đó đây sẽ là thời cơ tốt để giảm sự lệ thuộc vào Trung Quốc. Muốn vậy, các định hướng chính sách hợp tác phải tập trung vào:
Thứ nhất, phát hiện quan hệ thương mại Việt -Trung theo hướng cân bằng kim ngạch XNK. Hiện nay Việt Nam vẫn nhập siêu từ Trung Quốc rất lớn (2013: nhập siêu 23,7 tỷ USD, 2014: 28,9 tỷ USD), dường như toàn bộ kim ngạch nhập siêu của Việt Nam đều từ Trung Quốc. Chính phủ Việt Nam cần chủ động đàm phán với Trung Quốc về việc cân bằng cán cân thương mại này theo hướng Trung Quốc sẽ phải gia tăng nhập khẩu thêm các hàng nông sản, hàng công nghiệp của Việt Nam. Đồng thời, Trung Quốc tăng đầu tư trực tiếp vào Việt Nam để sản xuất và xuất khẩu hàng hoá trở lại Trung Quốc, điều chỉnh tỷ giá theo hướng có lợi cho hàng xuất khẩu của Việt Nam sang Trung Quốc. Cần thoả thuận với Trung Quốc về các giải pháp khắc phục các hoạt động thương mại không lành mạnh (buôn gian bán lận, hàng giả, hàng nhái, hàng kém chất lượng, hàng rau quả, thực phẩm có chất độc hại,..)
Thứ hai, khuyến khích FDI của Trung Quốc vào Việt Nam không phải theo hướng khai thác thị trường Việt Nam, mà là theo hướng sản xuất xuất khẩu, đặc biệt là xuất khẩu trở lại thị trường Trung Quốc. Điều chỉnh luật đấu thầu theo hướng chỉ đấu thầu quốc tế những dự án mà doanh nghiệp Việt Nam không thể làm được. Khi đấu thầu quốc tế, tiêu chí chất lượng công nghệ, tiến độ phải được đề cao.
Thứ ba, về khả năng quan hệ Việt – Trung hoàn toàn hữu hảo, hợp tác toàn diện với 16 chữ vàng và mối quan hệ 4 tốt, từ nay đến 2020 sẽ khó thuận buồm xuôi gió. Bởi ý đồ chiến lược của Trung Quốc là mở rộng lãnh thổ, lãnh hải xuống Biển Đông và trên thực tế, Trung Quốc đã chiếm toàn bộ quần đảo Hoàng Sa của Việt Nam và một số đảo ở Trường Sa và hiện đang có ưu thế áp đảo về quân sự trên Biển Đông so với Việt Nam và các nước Đông Nam Á. Tinh thần dân tộc nước lớn, chủ nghĩa dân tộc cực đoan đang nổi lên ở Trung Quốc. Do vậy, điều có thể dự báo là Trung Quốc sẽ tiếp tục có những hành xử rắn, kể cả chiếm đảo song song với việc thúc đẩy quan hệ với Việt Nam. Thích ứng với bối cảnh, điều kiện mới, Việt Nam vẫn phải củng cố, phát triển quan hệ với Trung Quốc, vẫn giữ nguyên quan hệ đối tác chiến lược toàn diện với 16 chữ vàng và quan hệ 4 tốt với Trung Quốc. Đồng thời, Việt Nam cần xây dựng quan hệ đối tác toàn diện với Mỹ và nên ở mức ngang tầm quan hệ với Trung Quốc Phát triển mạnh quan hệ đối tác chiến lược với các thành viên Hội đồng bảo an Liên hợp quốc như Nga, Anh, Pháp cũng nên ở mức ngang với quan hệ với Trung Quốc và Mỹ. Xúc tiến thiết lập quan hệ đối tác chiến lược với các nước lớn như Nhật Bản, Ấn Độ, Đức,… Chỉ trên cơ sở phát triển quan hệ đối tác chiến lược, Việt Nam mới có nhiều thuận lợi và ít rủi ro hơn trong giải quyết tranh chấp và phát triển buôn bán song phương.
Thứ tư, trong năm 2015 và các năm tiếp theo, Việt Nam cần thực hiện mạnh mẽ và quyết liệt cải cách bên trong, đặc biệt là về thể chế và tái cấu trúc nền kinh tế và các ngành kinh tế, trong đó có ngành thương mại phải thay đổi để phát triển thị trường, đặc biệt là tận dụng tốt các thị trường là các nước thành viên của WTO, của các FTA và Hiệp định TPP. Tăng cường thu hút đầu tư của các nước trong Hiệp định TPP và FTA vào sản xuất và xuất khẩu và chú trọng hơn đối với ngành nông, lâm, thuỷ sản nhằm tăng nhanh giá trị gia tăng của ngành này. Đồng thời, tăng cường thu hút FDI của các nước này vào phát triển công nghiệp hỗ trợ nhằm tạo đà, động lực mới cho Việt Nam phát triển hiệu quả và bền vững.
Thứ năm, tăng cường và nâng cao hiệu quả liên kết hợp tác giữa các doanh nghiệp Việt Nam và các doanh nghiệp của Trung Quốc và các nước khác trong sản xuất và xuất khẩu nhằm thúc đẩy Việt Nam chuyển đổi nhanh từ mô hình gia công, lắp ráp theo mô đun sang mô hình tích hợp sản xuất và phát triển mạnh công nghiệp hỗ trợ trong chế biến hàng nông, lâm, thuỷ sản, công nghiệp dệt may, ôtô, xe máy, điện tử,… và do đó sẽ hướng tới giảm nhập siêu từ Trung Quốc trong tương lai gần.
