Phòng Tài chính-Kế hoạch là cơ quan chuyên môn trực thuộc Ủy ban nhân dân quận có chức năng giúp Ủy ban nhân dân quận quản lý Nhà nước đối với toàn bộ các hoạt động có liên quan đến lĩnh vực tài chính, giá, kế hoạch và đầu tư theo thẩm quyền được Ủy ban nhân dân thành phố phân cấp, bảo đảm đúng chủ trương, chính sách Nhà nước.
Phòng Tài chánh Kế hoạch và Đầu tư là cơ quan chuyên môn trực thuộc Ủy ban Nhân dân Quận Tân Bình, chịu sự lãnh đạo trực tiếp và toàn diện của Ủy ban Nhân dân Quận. Đồng thời chịu sự chỉ đạo và hướng dẫn về chuyên môn nghiệp vụ của Sở Tài chánh Thành phố, Ban Vật Giá Thành phố, Sở Kế Hoạch và Đầu Tư Thành phố.

Phòng Tài chánh Kế hoạch và Đầu tư có chức năng giúp Ủy Ban Nhân Dân Quận quản lý Nhà nước đối với toàn bộ các hoạt động có liên quan đến lĩnh vực tài chánh, giá, kế hoạch và đầu tư theo thẩm quyền được Ủy Ban Nhân Dân thành phố phân cấp, bảo đảm đúng chủ trương, chính sách Nhà nước.

Phòng Tài chánh Kế hoạch và Đầu tư được sử dụng con dấu riêng và mở tài khoản ở chi nhánh Kho bạc Quận Tân Bình để hoạt động. Khi chuyển sang làm việc theo chế độ “một cửa một dấu” thì thực hiện quy định chung của Thành phố.

Nhiệm vụ:

Phòng Tài chánh Kế hoạch và Đầu tư có nhiệm vụ sau: Tổng hợp, xây dựng kế hoạch phát triển Kinh tế - Văn hóa – Xã hội của Quận. Theo dõi, kiểm tra và tham mưu cho UBND Quận điều hành các cân đối lớn của Quận.

Đề xuất với Ủy Ban Nhân Dân Quận các kế hoạch, biện pháp thực hiện chế độ, chính sách tài chánh – giá trên địa bàn. Theo dõi thu và quản lý, giám sát chi tài chánh đối với các cơ quan hành chánh sự nghiệp, các đoàn thể, Ủy Ban Nhân Dân 15 phường theo đúng luật ngân sách, chủ trương, đường lối, chính sách của Nhà Nước. Tổ chức bộ máy tài chánh - kế toán, kế hoạch – giá cả ở cơ sở phù hợp với tình hình thực tế. Phối hợp với Phòng Nội vụ Quận đào tạo, bồi dưỡng cán bộ chuyên ngành.

Cùng với các phòng ban chuyên môn khác phối hợp với Cục quản lý vốn và tài sản Nhà nước trong các doanh nghiệp giúp Ủy Ban Nhân Dân Quận trong việc đề xuất các phương án và biện pháp tổ chức lại sản xuất kinh doanh có hiệu qủa đối với các doanh nghiệp nhà nước Quận quản lý.

Tổ chức thông tin giá và báo cáo giá cả thị trường phục vụ yêu cầu quản lý của Ủy Ban Nhân Dân Quận. Quản lý giá các tài sản thuộc phạm vi quản lý của Ủy Ban Nhân Dân Quận.



* Cơ cấu tổ chức bộ máy :

- Trước ngày 31/12/2001, Phòng Tài chính–Kế hoạch và Đầu tư biên chế gồm 21 cán bộ, công nhân viên trong đó có 13 nữ, 8 nam.

- Cơ cấu tổ chức gồm : 1 Trưởng phòng, 1 Phó phòng, 5 tổ nghiệp vụ (Tổ Ngân sách kế hoạch, Hành chính văn xã, Quản lý xây dựng cơ bản, Quản lý công sản-giá, Hành chính quản trị).

- Về nghiệp vụ–chuyên môn : có 10 cán bộ, công nhân viên có trình độ đại học, 9 cán bộ, công nhân viên có trình độ trung cấp nghiệp vụ.


II. THÀNH TÍCH CÁC NĂM :

- Cờ thi đua của Ủy ban nhân dân thành phố vào năm 1998.
- Bằng khen của Ủy ban nhân dân thành phố : 1999, 2001.
- Cờ đơn vị tiên tiến 10 năm liền của Sở Tài chính–Vật giá- thành phố.
