Tăng cường mối quan hệ giữa gia đình, nhà trường và xã hội nhằm nâng cao chất lượng giáo dục. Hoàn thành Quy hoạch mạng lưới trường, lớp học trên địa bàn tỉnh, bố trí đủ diện tích đất cho các trường theo Quy hoạch đến năm 2020, cấp chứng nhận quyền sử dụng đất cho 100% trường học các cấp. Phối hợp tốt giữa các cấp các ngành từ Trung ương (Bộ Giáo dục và Đào tạo) và các sở ngành, địa phương, các doanh nghiệp nhằm đảm bảo tổ chức, thực hiện, giám sát phát triển nâng cao chất lượng đào tạo nguồn nhân lực.
