Bộ giáo dục và đào tạo cho biết việt nam có kế hoạch triển khai chương trình giảng dạy song ngữ một số môn học ở bậc đại học và xây dựng hai đại học tầm cỡ quốc tế đạt tiêu chuẩn ngang tầm các đại học khác trong vùng và trên thế giới. Việc thành lập hai trường đại học tầm cỡ quốc tế là một trong 33 kế hoạch hành động của Bộ giáo dục và đào tạo nhằm thực hiện luật giáo dục của Quốc hội.
