On November 20, 1991, the Government of the Socialist Republic of Vietnam and the Government of the Federal Republic of Germany signed the agreement on technical cooperation in order to promote the social and economic development of the two peoples. This agreement sets forth the conditions of the technical cooperation framework between the two sides. The two sides signed additional agreements can be signed for each technical cooperation project (hereinafter referred to as "the project agreement"), in which each Contracting Party are solely responsible for technical cooperation projects in his country. In the agreement the project will determine the overall direction of the project, which include goals, contribution of the Contracting Parties, and duty position held of the person involved and the progress of time. The support of the Government of the Federal Republic of Germany can be conducted as follows:a. election of officers through expertise as training officers, counselors, evaluators, officials drafting work, scientific and technical staff, Project Assistant and staff assist; b. through the provision of supplies and equipment;c. through the training and raise the level of professional staff, leaders and scientists in Vietnam Socialist Republic of Vietnam, the Federal Republic of Germany or in other countries;d. through other appropriate forms.
