Ngày 20 tháng 11 năm 1991 Chính phủ Cộng hòa xã hội chủ nghĩa Việt Nam và Chính phủ Cộng hòa Liên bang Đức đã ký kết hiệp định về hợp tác kỹ thuật nhằm thúc đẩy sự phát triển kinh tế và xã hội của nhân dân hai nước. Hiệp định này nêu ra những điều kiện khung về hợp tác kỹ thuật giữa hai Bên ký kết. Hai Bên ký kết có thể ký thoả thuận bổ sung cho từng dự án hợp tác kỹ thuật (dưới đây gọi là "thoả thuận dự án"), trong đó mỗi Bên ký kết tự chịu trách nhiệm về dự án hợp tác kỹ thuật ở nước mình. Trong thoả thuận dự án sẽ xác định phương hướng chung về dự án, trong đó đặc biệt bao gồm mục tiêu, đóng góp của các bên ký kết, nhiệm vụ và vị trí tổ chức của những người tham gia và tiến độ thời gian. Sự hỗ trợ của Chính phủ Cộng hoà Liên bang Đức có thể được tiến hành như sau:
a. Thông qua cử cán bộ chuyên môn như cán bộ đào tạo, cố vấn, thẩm định viên, cán bộ soạn thảo công việc, nhân viên khoa học và kỹ thuật, trợ lý dự án và nhân viên giúp việc;
b. Thông qua việc cung cấp vật tư và thiết bị;
c. Thông qua việc đào tạo và bồi dưỡng nâng cao trình độ các cán bộ chuyên môn, cán bộ lãnh đạo và các nhà khoa học Việt Nam ở Cộng hoà xã hội chủ nghĩa Việt Nam, Cộng hoà Liên bang Đức hoặc ở các nước khác;
d. Thông qua các hình thức thích hợp khác.

On November 20, 1991, the Government of the Socialist Republic of Vietnam and the Government of the Federal Republic of Germany signed the agreement on technical cooperation in order to promote the social and economic development of the two peoples. This agreement sets forth the conditions of the technical cooperation framework between the two sides. The two sides signed additional agreements can be signed for each technical cooperation project (hereinafter referred to as "the project agreement"), in which each Contracting Party are solely responsible for technical cooperation projects in his country. In the agreement the project will determine the overall direction of the project, which include goals, contribution of the Contracting Parties, and duty position held of the person involved and the progress of time. The support of the Government of the Federal Republic of Germany can be conducted as follows:a. election of officers through expertise as training officers, counselors, evaluators, officials drafting work, scientific and technical staff, Project Assistant and staff assist; b. through the provision of supplies and equipment;c. through the training and raise the level of professional staff, leaders and scientists in Vietnam Socialist Republic of Vietnam, the Federal Republic of Germany or in other countries;d. through other appropriate forms.

November 20, 1991 the Government of the Socialist Republic of Vietnam and the Government of the Federal Republic of Germany signed an agreement on technical cooperation to promote economic development and social of the two peoples . This Agreement sets forth the framework conditions for technical cooperation between the Contracting Parties. The Contracting Parties may enter into additional agreements for each project of technical cooperation (hereinafter referred to as "project agreements"), in which each Contracting Party are solely responsible for the technical cooperation projects in his country. In the agreement the project will determine the overall direction of the project, which includes targeted specifically, the contribution of the Contracting Parties, tasks and organizational positions of the participants and a schedule. The support of the Government of the Federal Republic of Germany can be conducted as follows:
a. Through professional staff appointed as trainers, advisors, appraisers, job preparation staff, scientific staff and technical, project assistants and support staff;
b. Through the provision of supplies and equipment;
c. Through the training and fostering of qualified professional staff, leaders and scientists in Vietnam Socialist Republic of Vietnam, Federal Republic of Germany or in other countries;
d. Through other appropriate forms.
