Tư vấn điều phối đã thực hiện điều tra thu thập dữ liệu cho năm 2014, 2015. Báo cáo BME năm 2014 và 2015 đã được đệ trình cho ADB. Hai bên thống nhất bổ sung thêm 01 lần điều tra thu thập dữ liệu phục vụ cho việc lập báo cáo BME năm 2016. Chi phí bổ sung được lấy từ chi phí dự phòng của gói thầu
