Đói nghèo có nguyên nhân là sự bất công trong tiếp cận các nguồn lực công và có trách nhiệm của các bên liên quan trong việc đáp ứng quyền hợp pháp của người nghèo. Vì vậy các chương trình phát triển không nên chỉ tập trung vào cải thiện kinh tế, mà phải mở rộng khả năng đáp ứng các quyền của người nghèo, đặc biệt là quyền tham gia và lựa chọn, chú trọng đến nâng cao năng lực cho người nghèo để họ có thể thực hiện quyền của mình.

So the development program should not only focus on economic improvement, which should expand the ability to satisfy the rights of the poor, especially the right to participate and choose, focus on capacity building for the poor so that they can implement their rights.
