Thủ tướng cũng đồng ý triển khai dự án theo phương án tự đầu tư song song với việc đàm phán chuyển nhượng với đối tác Gazprom Neft. Ủy ban nhân dân tỉnh Quảng Ngãi xem xét cấp giấy chứng nhận đầu tư cho dự án theo qui định.
