Nằm phía sau vòng xoay trên đường Pham Ngoc Thach và Võ Văn Tần, đặc biệt Hồ Con Rùa là một địa điểm dành cho giới trẻ của Sài Gòn để trốn thoát khỏi sự ồn ào và chộp lấy một vài món ngon trên đường phố. Đây là một nơi khá bình yên nhưng lịch sự phía sau của nơi này đầy những biến động.
Trước năm 1960 nơi này được gọi là công viên của những người lính và là nhà đặt một bộ sưu tập những bức tượng thẳng đứng của thực dân Pháp. Năm 1963, tổng thống Diem đã cho hạ những bức tượng xuống trước khi ông bị ám sát. Người kế nhiệm của ông ấy là Nguyen Van Thieu một người mê tín dị đoan và ông cho xây dựng lại nơi này sau khi nghe lời cố vấn của sư phụ feng shui. Sư phụ nói với Thieu rằng đó là cái đuôi con rồng của miền nam Việt Nam được đặt ở đó nên nó cần được kiểm soát
