HSDT của nhà thầu có tổng số lao động là nữ giới hoặc thương binh, người khuyết tật chiếm tỷ lệ từ 25% trở lên và có hợp đồng lao động tối thiểu 03 tháng; nhà thầu là doanh nghiệp nhỏ thuộc đối tượng được hưởng ưu đãi theo quy định tại Khoản 3 Điều 14 của Luật Đấu thầu được xếp hạng cao hơn HSDT của nhà thầu không thuộc đối tượng được hưởng ưu đãi trong trường hợp HSDT của các nhà thầu được đánh giá ngang nhau. (Nhà thầu phải có các hồ sơ hợp lệ bản gốc hoặc bản sao có công chứng/chứng thực đầy đủ để chứng minh nhà thầu thuộc diện ưu đãi, nếu không có đầy đủ hồ sơ hợp lệ kèm theo thì không được tính ưu đãi)
