Căn cứ quyết định số về việc quy định chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của Sở Ngoại vụ;

Theo đề nghị của Chánh Văn phòng Sở.

Quyết định
Điều 1. Phòng Phi chính phủ nước ngoài là một bộ phận chuyên môn của Sở Ngoại vụ có chức năng tham mưu lãnh đạo Sở thực hiện chức năng quản lý Nhà nước về công tác vận động, quản lý hoạt động của các khoản viện trợ thuộc các chương trình hoặc dự án nhân đạo, phát triển và viện trợ khẩn cấp của các tổ chức phi chính phủ nước ngoài giúp địa phương theo quy định của pháp luật;
Hỗ trợ các thủ tục hành chính trong việc triển khai các chương trình hoặc dự án nhân đạo, phát triển và viện trợ khẩn cấp do các tổ chức phi chính phủ nước ngoài giúp đỡ địa phương;
Phòng phi chính phủ nước ngoài chịu sự lãnh đạo, chỉ đạo trực tiếp và toàn diện của giám đốc Sở.

2.1 Tham mưu cho lãnh đạo Sở chủ trì phối hợp với các cơ quan liên quan giúp UBND tỉnh đề ra chủ trương, lĩnh vực ưu tiên, chiến lược vận động viện trợ, mở rộng quan hệ đối tác, khai thác nguồn lực, góp phần phát triển kinh tế, địa phương, xóa đói giảm nghèo theo đường lối, chính sách của đảng và nhà nước, phù hợp với quy hoạch, định hướng phát triển kinh tế- xã hội của tỉnh
