11.1 BÊN B phải huy động tất cả chuyên gia để thực hiện các nội dung công việc như quy định tại PHỤ LỤC 4 [DANH SÁCH NHÂN SỰ] trừ trường hợp có thỏa thuận khác. Trường hợp cần thiết phải thay đổi nhân sự thì BÊN B phải bổ sung ngay nhân sự có năng lực và kinh nghiệm tương đương hoặc tốt hơn so với nhân sự đã đề xuất trước đó.
