Thực trạng công tác quản lí đất đai Hà Nội
Nhằm nâng cao hiệu quả công tác quản lý đất đai, đồng bộ hóa cơ sở dữ liệu đất đai từ thành phố đến cấp cơ sở, Sở Tài nguyên và Môi trường Hà Nội đang tập trung xây dựng tổng thể hồ sơ địa chính và cơ sở dữ liệu quản lý đất đai.
Đây là một trong những nhiệm vụ quan trọng được Hội đồng Nhân dân và Ủy ban Nhân dân thành phố Hà Nội ưu tiên bố trí đủ nguồn vốn thực hiện.
Với tổng mức đầu tư là 1.402 tỷ đồng (triển khai trên địa bàn 27 quận, huyện, thị xã còn lại), dự án được thực hiện từ năm 2015-2018. Cụ thể, năm 2015 bố trí vốn thực hiện là 165,5 tỷ đồng; năm 2016 là 152 tỷ đồng.
Theo Sở Tài nguyên và Môi trường Hà Nội, sau khi triển khai thực hiện tại 3 huyện là Đan Phượng, Quốc Oai, Ứng Hòa, đến nay dự án đã hoàn thành diện tích đo đạc là 36.118ha, cấp 261.887 Giấy chứng nhận quyền sử dụng đất, thực hiện tích hợp cơ sở dữ liệu địa chính tại 66 xã, thị trấn; trong đó đã thực hiện cung cấp thông tin về đất đai cho người sử dụng đất qua mạng hoặc bằng hình thức tin nhắn SMS.

Tuy nhiên, trên địa bàn thành phố còn tồn đọng 63.255 thửa đất các hộ gia đình chưa thực hiện kê khai đăng ký; 144.011 thửa đất do vướng mắc khó khăn bởi các quyết định của các cơ quan nội chính; 8.700 thửa đất của các tổ chức sử dụng đất (vướng mắc sắp xếp cơ sở nhà đất theo Quyết định 09/2007/QĐ-TTg của Thủ tướng Chính phủ) và 38.111 căn hộ tại các dự án khu nhà ở, khu đô thị (do các chủ đầu tư chưa thực hiện kê khai cấp giấy chứng nhận).
Theo kế hoạch, năm 2016, Sở sẽ tập trung phân loại và đề xuất các chính sách phù hợp với thực tiễn để giải quyết dứt điểm những tồn tại, vướng mắc đối với 144.011 thửa đất các hộ gia đình, cá nhân chưa đủ điều kiện cấp giấy chứng nhận quyền sử dụng đất, đảm bảo hoàn thành cùng với việc hoàn thành dự án tổng thể xây dựng hệ thống hồ sơ địa chính và cơ sở dữ liệu quản lý đất đai trên địa bàn thành phố vào năm 2018.
