Biến đổi khí hậu (BĐKH) đang diễn ra ngày càng khốc liệt, đe dọa an ninh lương thực và có tác động toàn diện đến sự phát triển bền vững của đất nước. Những đợt hạn hán và nóng kéo dài liên tiếp xảy ra ở khắp các vùng trong cả nước những năm gần đây cho thấy mức độ gia tăng ngày càng lớn của tình trạng BĐKH. Hạn hán có năm làm giảm 20-30% năng suất cây trồng, giảm sản lượng lương thực, ảnh hưởng nghiêm trọng tới chăn nuôi và sinh hoạt của người dân. Hạn hán kéo dài sẽ dẫn đến nguy cơ hoang mạc hóa ở một số vùng, đặc biệt là vùng Nam Trung Bộ, , gây ra những hệ lụy đáng kể đối với phát triển bền vững ở Việt Nam. Biến đổi khí hậu cũng làm gia tăng thiên tai khiến năng suất cây trồng giảm. Theo đánh giá của ADB, nếu nhiệt độ tăng thêm 1 độ C, năng suất lúa sẽ giảm 10%, thực trạng trên sẽ đe dọa nghiêm trọng đến an ninh lương thực quốc gia và ảnh hưởng đến hàng chục triệu người dân.
