Theo lộ trình gia nhập WTO, từ năm 2010, ngành thép Việt Nam không còn được hưởng ưu đãi, bảo hộ cao về thuế nhập khẩu và sẽ chịu sự cạnh tranh gay gắt của thép ngoại nhập khẩu. Để bảo vệ hàng sản xuất trong nước, Việt Nam cần xây dựng rào cản kỹ thuật, mặc dù đây là giải pháp "tự vệ" không dễ thực hiện.
