Di tích cách mạng Lào nằm tại tại thôn Làng Ngòi – Đá Bàn, xã Mỹ Bằng, huyện Yên Sơn, tỉnh Tuyên Quang. Từ trung tâm thành phố Tuyên Quang theo quốc lộ 2 (Tuyên Quang – Hà Nội) khoảng 3 km đến ngã ba Bình Thuận, rẽ phải đi theo đường Hiên khoảng 15 km đến Ủy ban nhân dân xã Mỹ Bằng, huyện Yên Sơn, từ Ủy ban nhân dân xã Mỹ Bằng đi tiếp 2km, rẽ phải 1km đến khu đồi Gò Tre là đến khu di tích Làng Ngòi, đi tiếp 7km theo đường liên thôn là đến khu di tích Đá Bàn.
Di tích được phân bố ở hai khu vực là khu Làng Ngòi và khu Đá Bàn.
Khu Làng Ngòi bao gồm các di tích: Hội trường Đại hội đại biểu Neo Lào Ítxala; nơi ở, làm việc của đồng chí Cayxỏn Phômvihản; nơi ở, làm việc của Hoàng thân Xuphanuvông; nơi ở, làm việc của đơn vị bộ đội Lào.
