Tại Hội nghị lần thứ 6 Ban chấp hành Trung ương Đảng (khóa VI) chủ trương giải quyết vấn đề Campuchia bằng chính trị và chuẩn bị tốt cho việc rút quân tình nguyện khỏi Campuchia của Việt Nam đã đưa vấn đề Campuchia đi dần vào giải pháp hòa bình, tạo nên những chuyển biến tích cực cho mối quan hệ Việt Nam và các nước ASEAN.
