7/ Mở rộng việc thực hiện các chính sách về an sinh xã hội.

Chính phủ đã quyết định tăng 20% mức lương tối thiểu cho những người lao động thuộc khối cơ quan nhà nước, lực lượng vũ trang, tổ chức chính trị, tổ chức chính trị - xã hội từ ngày 1 tháng 1 năm 2008.
Chính phủ cũng quy định điều chỉnh mức lương theo hướng tăng lên đối với lao động Việt Nam làm việc cho doanh nghiệp có vốn đầu tư nước ngoài, cơ quan, tổ chức nước ngoài, tổ chức quốc tế và cá nhân người nước ngoài tại Việt Nam, lao động làm việc ở công ty, doanh nghiệp, hợp tác xã, tổ hợp tác, trang trại, hộ gia đình, cá nhân và các tổ chức khác của Việt Nam có thuê mướn lao động.
Riêng với người lao động đã qua học nghề (kể cả lao động do doanh nghiệp tự dạy nghề), mức lương tối thiểu quy định cao hơn ít nhất 7% so với mức lương tối thiểu vùng. Ngoài ra, khoảng 1,8 triệu người về hưu và người hưởng trợ cấp bảo hiểm xã hội đã được tăng lương 20%, hơn 1,5 triệu người có công đã được điều chỉnh trợ cấp lên 20% so với mức chuẩn hiện hành.
