Khuôn viên chùa Thiên Mụ chiếm phần lớn diện tích đồi Hà Khê, có hình chữ nhật rộng lớn, bao quanh là một bức tường thành bằng đá, nhìn từ xa khuôn viên chùa giống như một con rùa khổng lồ cõng trên lưng ngôi chùa cổ kính.
